Our Responsibilities

Budget

Each year in the autumn the Clerk prepares a budget for the new financial year based on previous expenditure and forthcoming projects which are within its powers of expenditure and which the Council has voted to support

This Budget is discussed in November and December then finalised and advised to Babergh District Council who raises the amount needed (the Parish Precept) via the Council Tax

In addition to its financial obligations to its staff, the Parish Council owns some assets and land and these have to be maintained so part of the budget must be set aside to cover these matters.

The Bus Shelter opposite Pump Green

This is kept clean and tidy and graffiti regularly painted over.

The pump and its Green at the junction of Hadleigh Road and Whatfield Road

The grass is mowed under contract. Mowing is done after the bulbs have flowered. The pump is for show.

The Parish Sign and the Village Green

The green, which is a Registered Village Green, is mowed by our contractor.

The Parish Sign was erected in the Queen's Silver Jubilee Year and its maintenance is the responsibility of the Council.

The Glebe Area commonly know as The Squeech

This area is left unspoilt for wildlife. It has public access.

The Notice board by the Post Office.

The Board is owned by the Parish Council

Mowing Contract

Mowing of the ground the Parish owns is put out to tender.

Dog bins

Although the Village Hall maintains the Meadow the Parish Council is responsible for providing and arranging the emptying of the dog bins at the entrances.

Planning applications

The Parish Council has the opportunity to view and comment on all Village planning applications. New planning legislation - Local Development Frameworks - will eventually replace the current Local District Plans. Once in place the Frameworks are intended to speed up the planning process and will have a major impact over the next two decades. Elmsett Parish Council will be consulted on the documents, which will make up the Babergh District Council Development Framework before they go to the Inspector for approval. To try to ensure the Local Development Documents meet our Village's best needs, we will be consulting Residents and seeking advice from the Suffolk Association of Local Councils as well as talking to Babergh District Council about the best way forward. There will be tight deadlines on any input.

Village Hall

Although the Village Hall is a separate registered Charity a member of the Parish Council sits on the Management Committee and the Council is committed to support the Hall and assist financially in its development.

Donations

Providing requests for donations are within its mandate (amongst other things the petitioner should use the money for the benefit of Villagers) and bearing in mind its limited resources the Council is always willing to consider requests for financial assistance.
